Oliver North helps Spokane Rotary kick off program to educate high risk kids.

UPWARD BOUND - Colonel North was selected to speak at the first annual fundraiser luncheon for the program, Upward Bound, in October of 2003. UPWARD BOUND is an initiative sponsored by SPOKANE VALLEY ROTARY designed to reduce poverty and hopelessness in the Spokane Valley.

The intent of the initiative is to identify and mentor at-risk junior high students who, without support, will most likely fail, drop-out and become societal burdens. The method will be to, in cooperation with school officials, select appropriate students, assign them to trained Rotarian mentors and mentor the student until there is evidence of progress and success.

Upon graduation from high school the student will be offered up to a 4 year, fully paid scholarship to be used for advanced education.

The event, held in October 2003, took place shortly after the release of Colonel North's third book.
